Returns/sets whether the user is able to resize the panels using the mouse.

Comments

If this property is True, the mouse cursor will change to indicate sizing is possible when the cursor is between panels. However, panels that are sized automatically cannot be resized by the user; therefore, the cursor will not change for an auto-resizing panel.
